Overview
Shinka Musume is the mascot character of Xinke Animation, the only animation channel belonging to CCTV (China Central Television), a state-run television station directly under the State Council and the Central Radio Television of the People's Republic of China, and a propaganda organ of the Communist Party of China, and she is a Virtual YouTuber on Bilibili.
Xinke Animation (Chinese: 新科动漫) is a pay TV channel of CCTV, and mainly broadcasts animation. The channel was created on March 24, 2008, and officially launched on November 28, 2008. The channel ended its broadcasting on January 30, 2022.

Character design
According to the official announcement, Shinka Musume is 16 years old, 159 cm tall, weighs 47 kg, and her birthday is March 8. After the redesign, she changed her outfit from her school uniform to a red skirt with a giant panda doll and white stockings. The official Weibo account of Xinke Animation stated that the red aho hair comes from the red "C" in CCTV's logo back in 2013.
When Shinka Musume first appeared, the Weibo account of Xinke Animation posted a cartoon related to the "water meter". The "water meter" meme began to circulate widely in China because the meaning of "water meter" on the Chinese Internet is seen as a play on the meaning of being investigated, summoned, or arrested at the doorstep of a residence by government authorities (such as police). The water meter in the hands of a Shinka Musume became more popular than the Shinka Musume at one point, with some fans jokingly saying that the water meter is a body.

History
On March 8, 2013, Xinke Animation announced the channel's anthropomorphic character "Shinka Musume", initially the official mascot of Xinke Animation. In July of the same year, Xinke Animation and Shanghai Manfeng Network Technology Co., Ltd (Chinese: 漫风网络科技有限公司) jointly produced the game "Reverse Time Sky OL" (Chinese: 逆时空OL) featuring Shinka Musume.
2019
On July 26, 2019, Xinke Animation's Bilibili account was updated for the first time in nearly five years.
On August 6, Shinka Musume's VTuber avatar was released on Bilibili.
On September 1, the activity was officially announced and Shinka Musume became a Virtual YouTuber On September 5, the management team received a "request from upper management" to erase the red ryoke and five-bar from the design.
And two days later, on September 7, the correction was completed; Shinka Musume became a Virtual YouTuber.
On November 15, the Weibo account of Xinke Animation announced that Shinka Musume's inside person (Chinese: 中之人, Japanese: 中の人) would be changed due to academic reasons.
On November 27, the team re-launched with a changed inside person, and released new character setting information and a preview video.
2020
On January 23, 2020, according to the management team's bilibili, the third generation inside person of Shinka Musume is temporarily suspending the activities of Shinka Musume due to suspected academic fraud and other malicious incidents. The management team announced that they would be conducting online auditions for the "inside person" in the group.
On March 13, Shinka Musume's Bilibili account unveiled a new image design.
On March 27, Xin Ke resumed live broadcasts. They performed live shows such as "Big Windmill" and "Funny Face Meme" (From Princess Connect! Re:Dive's character Karyl) and sang songs such as "你钉起来真好听" (From collaboration platform DingTalk), "only my railgun", and "I'm home", which they had previously covered.
On April 9, the first Xin Ke solo single "从XIN出发" (Starting from XIN) was released. The "XIN" in this song has three meanings: it refers to the Shinka Musume's real name, Xin Ke (心萪), and the Chinese characters for "heart" (心, xīn) and "new" (新, xīn).
On May 1, Xin Ke's bilibili account posted a video in which the new characters "Carrot Mecha" (机萪) and "Miao Miao" (妙妙) began their VTuber activities, and the standing pictures and designs of the new characters were also announced.
On September 6, Xin Ke held a 3D solo concert "Facing the Sea - Looking Up at Starry Sky" (面朝大海·仰望星空) on the same night at 7:00 p.m. to celebrate the first anniversary of her debut.
On November 27, Xin Ke did a live music broadcast. Although the number of fans decreased, Xin Ke was not depressed. Xin Ke again expressed her gratitude to her fans who had always been there for her:

2021
On January 16, 2021, Xin Ke appeared in a winter 3D avatar and starred in the "Sound of Creation" (创世之音) virtual idol concert.
On February 8, the management team of Xinke Animation announced on its Bilibili account that the fourth generation middle person of Shinka Musume would be graduating the following day. The management team looked forward to the inside person furthering her studies to improve her skills and ultimately agreed to let the fourth inside person leave.
On March 7, the management team of Xinke Animation announced on Bilibili the end of the VTuber project and the graduation of Shinka Musume.
On March 28, Carrot Mecha held a farewell live broadcast, officially ending the VTuber project of Shinka Musume.
2022
On January 30, 2022, Xinke Animation Channel officially ceased broadcasting.
On June 29, the original Shinka Musume reappeared as the avatar "Huajiu".
On December 11, a member "泳装扇贝" of the management team of Xinke Animation, posted a negative article on Bilibili about the inside person of Shinka Musume, with the intention of inciting fans of Shinka Musume to attack the inside person. This incident was insulting and harassing to the Shinka Musume's inside person.
As a result, Xinke Animation's bad behavior was exposed by netizens shortly afterwards. These included incidents such as the management team's public promotion of low-quality merchandise in July 2021 to defraud fans of their money, and the graduation of a Shinka Musume that led to a certain fan's attempted suicide.
After this incident was exposed, the reputations of Xinke Animation within China decreased dramatically, and many people began to hate Xinke Animation. Some radical fans of Shinka Musume even separated the image of Shinka Musume from Xinke Animation as a way of expressing their love for image of Shinka Musume and support for inside person among the people within.
