It's mainly used as a comment based tags where the user feels compelled to agree completely with what the artist wrote in his/her artwork description. Though not really obvious, but it's best not to use it for your own artworks.
The tag is also used when it's material worthy (meme). Depending on how it's used, the artist may ended up hating this tag, so be careful before tagging it.
