Overview
A scholarship student is a student selected from among the best students at Eden School.
To be selected, students must have received eight stellas, which are awarded for excellent grades and contributions to society.
Also, only the Emperor's students and their parents are allowed to attend the social gatherings held periodically at Eden School, and many important people from the eastern countries attend. This is the only place where "Donovan Desmond, the target of "Twilight", appears in public, so the core of Operation <Owl> is for Anya to become an Emperor's student and for Lloyd Forger to attend this social gathering... but.
Due to Anya's poor grades and even her bad behavior that resulted in her being struck by lightning on her first day of school, both Lloyd and Anya have somewhat given up on becoming students of the emperor, and are currently clinging to the alternative plan, "Operation Nakayoshi>Damiania".
Side note
The Western Intelligence Agency's East Division WISE estimates that it is possible to obtain "8 stars in 4 months", but this is likely based on their trust in Twilight's ability. However, the child at the heart of the mission is A problem child, who is difficult even for Twilight to control, so the plan is falling far behind.
