Ningguang is a 4-Star playable Catalyst Geo character in Genshin Impact.
The Tianquan of the Liyue Qixing and owner of the floating Jade Chamber in the skies of Liyue, Ningguang is a mogul who shakes the very foundations of business circles. Even grabbing a few scraps from the documents she shreds from the Jade Chamber will gift one an invaluable fragment of her wisdom, enough to stay a step or two from one's peers.
Personality
Ningguang is a professional businesswoman, having accumulated her wealth through hard work and perseverance. As the Tianquan, she is known for being highly meticulous in her work and holds a large amount of influence within Liyue.
She is a calculating and ruthless businesswoman guided by the sole aim of making Mora, "which stems from her impoverished background. She makes use of a large intelligence network and "pawns" to gain the information she needs, and will only make use of people whose weaknesses she knows". As a result, she is disliked by those with significant influence, but nonetheless, many accept it as she adds to the overall prosperity of both the Qixing and Liyue Harbor itself.
Despite her cold, business-driven exterior, she has Liyue's best interests at heart. Under her decree in response to a case of water contamination, those who intentionally endanger public health and safety should be "shown no mercy whatsoever". When Osial was reawakened and threatened Liyue Harbor, she put her conflict with the adepti aside and ultimately sacrificed the Jade Chamber, her life's work, to seal it away. She is also particularly fond of children, both because they give her vital intelligence and because she enjoys seeing them smile.

Ningguang eh? As far as Liyue Qixing is concerned, she seems to be doing a good job. But for me, my responsibility lies with my ship and my men, and not with Liyue Qixing.
Ningguang is never really one to speak frankly, but she has been very direct with her criticism of me in the past. Haha... But hey, whether she likes me or hates me is her choice, nothing I can do to sway her.

Since Rex Lapis left us, we've actually found some common ground. I was quite judgmental of her in the past, and we still fundamentally disagree on a number of issues, but in the current climate I have to say I count her as a comrade in arms.
Each Tianquan adds their own interpretation and amendments to the founding laws of Liyue. The current one, Ningguang, does it with unmatched efficiency, but that efficacious manner of hers draws a great deal of criticism. I suppose it is always simpler to criticize than to tolerate.
Even though Ms. Yelan is absent from work for the majority of the year, I'm sure Lady Ningguang must have her reasons for making exceptions for her. Of course, it wouldn't be my place to ask, so I don't know the details of their arrangement. I remember seeing her one day on my way back to Yuehai Pavilion, she was having breakfast with a group of people — they were all talking and laughing, eating, drinking tea... I must admit, I found myself feeling a little envious in that moment.
I got to know Ningguang a long time ago, before she was a Qixing, and we worked together for a while. Maybe I'm partly to thank for the fact that she became a Qixing so quickly. Hehe, who can say? Anyway, she was the one who recommended this job to me. It was a good choice, I'm very well-suited to it.
Ningguang is good to work with. But I have to be mindful of our identities when I'm out in public. When I meet a Qixing as an employee of the Ministry of Civil Affairs, they're "Sir" or "Lady" to me.
Despite the multitude of affairs she deals with in a day, Ningguang always continues to press on. A rare gem indeed. I'm reminded of the time that she used to walk barefoot from Yaoguang Shoal to the south wharf, trying to sell her wares as she went. Time is cruel to humans.

I have no use for the wealth that ordinary people desire. But in the hands of Lady Ningguang, wealth becomes a means of solving complex issues of the kind that no weapons could ever hope to resolve. She understands the unwritten rules of human society, she knows what's in people's hearts... Master once told me that even the adepti aren't able to achieve this. I hold her and her work in high regard.
