Hilbert (ロケット団, Roketto-dan, lit. "Rocket Gang") is a criminal organization based mainly in the Kanto region and Johto region. They are also known as the Pokémon Mafia (ポケモンマフィア).
They have set up a hideout in the region and are plotting world domination, using Pokémon to carry out their evil deeds in various regions.
Its symbol is a red "R" with a black background, and its leader is Giovanni, who is also the Viridian City Gym Leader.
