靴下人形を意味する英語ではあるが、転じてスラングで「自作自演」を意味する。中文 = 马甲。

It is used for the purpose of informing you that you are using a sock puppet tag mainly non-japanese users who do not know the Japanese.

That is called in Japanese 『自演』, which means you are cheating on your artwork.

注釈

主に日本語の分からない海外ユーザーに自演タグを使っているという事（users入りタグを条件に満たないのに自分で付けている等）を通知する目的で使われる。
