She is an important friend who'll come save him if he's in a pinch.
In Chapter 3, when Kylier speaks to Yggdra coldlly, Milanor doesn't understand the situation and tilts his head, saying "She's not usually like that".
And from that time on, he cannot understand Kylier's viewpoint when she continually explains, "I hate that princess, but I'm worried about you, so I came to save you, stupid"; he mistakes her for being tsundere towards Yggdra.
But no matter how insensitive Milanor might act, he receives quite the emotional shock at Kylier's actions in Chapter 8, and even though he'd always had a lighthearted personality, he shows real anger for the first time.
It appears that he'd cared a lot for Kylier even if he hadn't realized it yet.

Her idiot childhood friend. Even so, she canonically has unrequited feelings for him.
She believes that her loved one has feelings for Yggdra, the princess of the country who has oppressed their race, and she is unable to accept that. Her desire to protect Milanor comes into conflict with her jealousy towards Yggdra.
Even so, no matter how many times she thinks "I can't stay around this princess one more second" and leaves the battlefield, she'll always come back at least one more time to save Milanor.
Finally, even after she bids her final farewell to Yggdra when Yggdra ignores her warning and goes to repeat her ancestors' mistake, Kylier still comes back one last time to make a path for Milanor.
And after that...
