P2Pの技術を利用したファイル共有ソフト。2000年代前半に個人情報の流出や児童ポルノ流通など数々の事件を起こしたことで悪名高い。
表記は「Winny」が正しいのだが、初版作成者が全て大文字のタイトルで記事を作成したため、この記事名になってしまっている。
なお、『クマのプーさん』の英語名は"Winnie-the-Pooh"である。
2002年4月1日に2ちゃんねるのダウンロード板で開発が宣言され、5月6日に公開された。
著作権侵害や児童ポルノ流通のツールとして利用されたことに加え、暴露ウイルスと呼ばれるワーム（広義のコンピューターウイルス）感染の温床となり、様々な官公庁や企業から重要ファイルを流出させたことで社会問題化。開発者が京都府警に逮捕されたため更新が停止された。
津田大介...かつてWinnyやWinMXなどの匿名ネットワークの使い方（違法なものを含む）を解説するライターとして活躍していた。
